The man who was struck fatally on the Dufferin-Montmorency, would have been beaten before being abandoned on the side of the highway.

This was revealed Wednesday, the Sûreté du Québec (SQ), which has arrested four suspects in relation to the death of Stevens Herbst, 27, of Lévis.

The first indications suggested that Mr. Herbst was walking along the edge of the highway, near the entrance to the bridge of the island of Orleans, when he was struck by a car, in the night of Sunday to Monday.

 

But investigators from the SQ have obtained new information which shows that Mr Herbst would have been the victim of an assault and abandoned at the edge of highway 440 by his attackers prior to the fatal collision,” says Ann Mathieu, spokesperson for the SQ.

On Monday night, with the help of the Service de police de la ville de Québec, the Quebec police had arrested three suspects of Quebec, between the ages of 22, 23 and 52 years, in a house on 25th Street in Limoilou. These have been released, promising to appear in court at a later date.

According to our sources, Stevens Herbst would have been stabbed and beaten, and then abandoned on the side of the road, where he would have staggered and would have been hit.

The Sûreté du Québec seeks to clarify the reasons for the aggression.

According to Louis-Philippe Bibeau, a spokesperson for the SQ, nothing indicates that the driver of the car that struck the victim is linked to the aggression and the abandonment of the suspect. “He was there and he had the bad luck of snapping up the pedestrian,” said Mr. Bibeau.

One of the suspects, Frank Angove Caron, 25, was accused Wednesday of manslaughter, of having caused the death of Stevens Herbst. The Court forbade him to communicate from prison with his accomplices, alleged and witnesses.

On Monday night, with the help of the Service de police de la ville de Québec (SPVQ), the SQ had arrested three suspects of Quebec, between the ages of 22, 23 and 52 years, in a house on 25th street in Limoilou. These have been released, promising to appear in court at a later date.

In the night from Tuesday to Wednesday, to 3 o’clock, the SQ has performed a search with the SPVQ in a housing of the rue Martinet, in Charlesbourg. On the spot, the police arrested Frank Angove Caron.

The latter has a criminal record well fleshed out. In July 2018, he was sentenced to five months in prison for possession of drugs and breach of probation. In 2015, he received a sentence of 12 months detention for drug possession and trafficking. In 2014, he received six months in prison for dangerous driving, vehicle theft and receiving stolen property. He has also been convicted several times for breaches of conditions and a time for mischief and break and enter.

Stevens Herbst also had criminal records. He had been sentenced to nine months in prison in 2015 for carrying a weapon for a purpose dangerous. In 2010, he had also been sentenced to 12 months in prison for drug trafficking. Herbst had then been arrested by the Squad joint regional street Gangs Québec-Rive-Sud, which had dismantled a young criminal gang linked to drug trafficking in Lévis.
